The general manager may find his name in the news because of a stroke of genius free agent move.

Or, they may be in the news due to all the wrong reasons.

The Browns have had their fair share of notable front office people.

Paul Brown comes to mind as the first head coach and GM in the team’s history.

Ernie Accorsi helped build the Cleveland teams of the 1980s that went to three AFC Championship games.

Bill Belichick coached and served as the GM in the early 90s.

Even John Dorsey gets a little credit for drafting and building the current iteration of the Browns.

Another name that is sometimes overlooked is Carmen Policy.

Policy served as the Browns President and minority owner from 1998-2004.  Before his time in Cleveland, Policy helped build one of the greatest dynasties in NFL history.

Carmen Policy’s first career was that of a trial lawyer providing an opportunity to help defend and promote the interests of his clients in a competitive and dramatic setting. He expanded his efforts into the NFL in 1979 while still maintaining a successful career in law.  Carmen then joined the San Francisco 49ers organization, where he played a key role in all five of the 49ers' Super Bowl winning teams.  Thanks to his friend and client Eddie DeBartolo Jr. he was involved in helping to establish them as one of the preeminent franchises in all of sports. He and his wife Gail found their new life and their new home in San Francisco to be a virtual fairytale come true and moved there permanently in 1991.  They returned to Ohio for 5 years in 1998 as President, CEO and part owner of the Cleveland Browns expansion franchise.  Their plan was always to return to Northern California and they did so in 2004.  The San Francisco 49ers and the NFL became an extension of a strong sense of family that they both carried with them from their native Ohio.&

Carmen Policy (born January 26, 1943) is an attorney and American footballexecutive best known for his work for the San Francisco 49ers during the 1980s and 1990s. He also led the Cleveland Browns until he sold his minority ownership stake in 2004.[1]

Education

A native of Youngstown, Ohio, Policy graduated in 1963 from Youngstown State University[2] and is a 1966 graduate of Georgetown University Law Center.

Policy joined the San Francisco 49ers in 1981 as Counsel to the Owner and in 1983 was vice president and general counsel. In 1991, he became president and CEO of the San Francisco 49ers and played a key role in the 49ers Super Bowl victories in 1982, 1985, 1989, 1990, and 1995. In 1994, he was named the National Football League Executive of the Year by The Sporting News and Pro Football Weekly, as voted on by NFL owners and executives.
